Considering my limited time and the fact that I want to prioritize Ghent, Antwerp and Brugge in Belgium, I might leave Maastricht for another occasion. I know Rotterdam doesn't have the historic architecture most tourists go looking for in Europe, but it has a very unique style that makes it stand out from the other Dutch cities on the list. So far I've decided to do Amsterdam 3-4 days, make sure I visit Zaanse Schans and Keukenhof and Volendam, and then Rotterdam, The Hague and possibly Utrecht. Knowing that Utrecht, Leiden, etc., have a similar feel and look, I'd probably choose Utrecht as I've heard it's the most beautiful of them. I also appreciate the comparison between different cities. Staying in the Rotterdam area for a few days instead of going back and forth from Amsterdam for a week, sounds smart and doable. I do know that I'm trying to do a lot in limited time, but I don't know when I'll be able to visit the Netherlands again, so making sure I got the main sights is important. If you visit both that would be some zig-zagging I think. Rotterdam could serve as a stop on the way to Belgium, but so could Maastricht. Should you want to combine The Hague and Rotterdam in 2 days with an overnight stay I can recommend some hotels in Rotterdam Bazar has a fantastic breakfast and is in the coolest street of the city, noisy on weekend nights though. The Hague has some very bleak parts but in the center you can find posh old streets. It can be a nice contrast with Amsterdam. Rotterdam was bombed and the center rebuilt in not the prettiest way although cool modern architecture was added later. Maastricht has quite a different vibe in my opinion. I’ve lived in Maastricht and I like it, but not worth going out of your way for it when you are already visiting 10 other cities. If you want somewhere smaller for a more relaxed vibe trade one for Haarlem or Gouda maybe. So a specific museum might be a deciding factor between the other ones. Although these are three large (for Dutch size) cities. Obviously Groningen is much farther away.
